Maybe you could wrap it and attach a label to it that would deter even the nosiest from ever opening it?

Government orders tend not to be very popular in any country I know of, and probably some that I don't.

Governments might gain popularity if they ordered citizens to receive a free car each

Chances are, the cars would have to have been manufactured in the countries in question.

There may be poor people in China or India who would take anything they could get, but the more discerning ones might refuse the freebies.

I would accept any free car. Because any car is better than no car.

I can't afford neither car nor gas.

Well, I might - but I would have to give up on a lot of other stuff and I don't want to. I don't really need a car.

Unless they attached steel plates to each mail. Or Kevlar

Steel plates would be acceptable to serve food form in india.

And that's probably where a lot of mail ends up these days thanks to incompetence, negligence and tardiness in today's so-called postal "service"

Well, India is a large place. People can figure out some way to make it useful.
