I guess it's because you tend to hope that whoever is doing the editing while the entries are ComingUp will spot all the typoes and correct them.

Once an entry get to the front page and still contains typoes, you know the that system hasn't worked, and the mistakes need to be pointed out.

I guess it's a holding pan, in case all the hoops an entry has to jump through don't quite manage to catch everything.

I do see your point. Though I'm worried it might be seen as stepping on the toes of sub-eds.

Perhaps if the comments were limited to pointing out errors in entries already returned from subs, and therefore already inside the towers, as it were, and just waiting for the front page. I think I could see that working.
