English/American tap dancing styles

I remember Bruce Forsythe describing the (main?) difference between English and American style tap.
He said that English tap dancing is very much done on tip toes and American tap is a lazier style down with more flat feet.
Is this correct?
An interesting entry - I have always wondered about the building blocks of tap dancing as I do some dancing myself.

I have been dancing for 53 years, and have always done and taught American Tap. I have never danced without being on the balls of my feet.

I have just taken some 5 lessons. At my age to start is something questionable. But as i have taken leads in amateur musicals in the past it makes good sense to me, although a little late in the day. I was looking for some info' & found H2G2 & a write up on the subject.
