An interesting point of view, and one which could easily become the basis of a new political system. (There is another theory that this has already happened.)
However, I feel that you have missed out on the fundamental feature of Evil which will always redeem it (or at least make it wildly poular), which is this:-
Evil is, almost without exception (unless you are the sort of person can`t sleep because they `feel the pain of Mother Earth`), far more FUN than being good.
Of couse these days the term `evil` is considered by most civilised societies to be politically incorrect. The correct, inoffensive term is `differently moralled`, though this is slightly stuffy and in everyday conversation the term `wicked` may be employed without giving offense.

And how about good looks? It is so easy to relate evil to ugly. Where were we if the ugly SOB's were nice guys? How could we ever turn on the television and expect to be able to tell who to like and who to loathe?
Nope, evil is fun and ugly. That is, when evil is not fun and cool (good) looking!

If evil is simply, "Differently Moralled," shouldn't there be anti-evil discrimination laws.

I`m not so sure. I mean, part of the fun of evil is in doing something that the proles wouldn`t dare to do.
Imagine the situation: You get drunk in a bar one night and decide to accidently let slip that story (purely for shock value) about how you sacrificed a virgin to Beelzebub in order to gain dominion over men, with the result that you now own a small country and appear in the New York Times list of the 50 most eligible dictators at no.42.
The young woman opposite you repies, `Oh yes, my Aunty Edith did that and was given Lichtenstein. She had to give it up, said the climate made her varicose veins play up something awful`.
Sort of takes the fun out of it, don`t you think?
I say we need to keep evil exclusive, and if being a little shameful is the price we pay, then so be it...
(Of course, perhaps you can think of another way to limit its appeal?)

William Blake (the 18th Century Romantic poet) was a deeply religious guy and renowned 'mystic'. He posited that evil was a force for change in the universe and that good was against evil - trying to return things to the 'perfect' state they were in immediately after the universe was created. Blake seemed to be saying that God created Evil in order to mix things up a bit otherwise the universe would be a very stale place - a 'necessary evil' perhaps.

Evil is, like it or not, a nessecity.
Paulus (or is it Paul in English? The guy from the new Testamenth?) said that man must know evil in order to know good. How could we know we were happy if we did not know to be sad?
In other words, if there were no good guys, us evil ones would not even have the benefit of recognising ourselves as evil!
Seriously, evil is a product of intelligence and a nessecity of humanity.

Jokes aside, I've actually seen an internet site claiming just that, as Starwars supposedly was the work of the Devil...
Personally, I think that such an approach is evil!
