I think these are the unclaimed ones:

4. Orange dressing gown with white trim and yellow belt; black mask.
8. Red shirt with white collar, red broad-brimmed hat with yellow feather, brown boots and gauntlets.

I believe that there are still three unidentified:
8. Red shirt with white collar, red broad-brimmed hat with yellow feather, brown boots and gauntlets.
13. White t-shirt, red woollen hat with yellow and green stripe.
14. Long blue overcoat, long red gloves, red and blue striped hat.
The nearest I can get to 8 is Gaston, who has a red shirt with a yellow/beige collar, and brown gauntlets but black boots and apparently no hat.
I'm out of ideas.
