A few suggestions for your article.
First of all, the very first thing I picked up upon was the fact that you have spelt chief wrong when saying "police chief Wiggum"
Secondly, you could, I feel, go further by explaining how some of the quotes you have given us can be contrived to show pearls of wisdom from the Ralph-meister himself.
On the whole, short and sweet as well as a good structure. In my mind, it needs a few tweaks though.
