I live quite close to Hemel and can agree with your conclusions.
My son goes to the gym school in the sports centre every Saturday at 10 am.
Chaos reigns!
There may be a plan, like Dunstable, to make the traffic so bad that by passes or whatever need to be built.
Also have you ever noticed that the M1 is at a stand still with people trying to get into Hemel in AM and leave again at PM?
So with residents doing school run plus going to where ever it will always be bad.
Have you ever tried to get round through St Albans between 3 and 7 pm?

I'm one of the Scouts whose job it is to look after the Peer Review section of h2g2, and part of that task is to let people know when they've dropped their entry into the wrong forum, as you have on this occasion.
The Peer Review forum itself is meant for entries which are being submitted for editing, and subsequent inclusion in the Edited Guide. Not every entry written by researchers has to Peer-Reviewed. You can write as many entries as you like on any any subject, as long as you stay within the <./>HouseRules</.>, but you don't have to have any of them reviewed. The Edited Guide is meant to be a kind of online encyclopaedia, so entries in it have to be factual and unbiased.
If you do want to submit an entry for review, you'll need to read these two very important pages first - Writing-Beginners and Writing-Guidelines, and maybe this one too, which was written by another Scout A818822
You'll also need to take this out of Peer Review. To do that you click on the words 'Peer Review' above this conversation, which will take you to the PR home page. Scroll down to list of entries in PR and locate yours (you might have to follow the 'More entries' link). Click on the word 'Remove' which you will see next to your entry. It won't be deleted, just taken out of Peer Review, and this conversation will still be attached to the entry.

i think this is *great*!
obviously not EG, but excellent nonetheless.
I personally think it should be shunted sideways to Alternative PR - the AWW.
I'm also gonna recommend it for the CAC column in The Post.
