Evidently it's a reference to the Middle Ages, not the current city government's idea of urban renewal. Who knew? Throw them in the clink!

I agree with the prof that ending the bridge in a wall without a doorway is quite efficient. You can't see the battlements above it to allow taunting and throwing stuff down at anyone trapped on the bridge. (does it have a sign "one way traffic" on the right side?)
