Perhaps some left of centre politicians cultivate a casual image, to show they are not part of the upper middle class who usually run things?
I seem to remember an incident when left-wing Labour leader Michael Foot attended a solemn ceremony at the Cenotaph in a duffle coat. He was widely condemned for disrespect.

When asked, Mr Sanders was quite surprised at all the attention. 'I was just trying to keep warm and watch the ceremony,' he said. He wasn't participating, so he wasn't required to dress up.
Yesterday, I saw some Native American young people on their Youtube channel. They had Native American 'Bernie memes'. It turns out they identified with him as an Elder. Many of the kids put decorative blankets on his picture 'so he wouldn't be cold', and made jokes about how their own grandparents behaved the same way at pow-wows. A Jewish thread on Twitter made jokes about 'grandpa at shul'. I think he struck a chord there.

Turnout at the inauguration was low due to the choice of location.
Only those who naturally come prepared thought of bringing oxygen.

Having watched the inauguration on youtube, I could not tell about turnout, but there seemed to be a lot of people there.
I gather that inaugurations are usually held outside, so the public can attend. 2021 was different, because an inside inauguration would have run into problems because f Covid-19. Members of Congress could attend and bring one guest each, but the public was not there.
I don' know about the six-foot distance rule. The people there seemed to be closer than six feet to each other.

Of all the things I've lost because of Covd-19, I miss swimming the most. Can you imagine swimming while wearing a face mask?
Here's guidance from the powers that be at one such pool:
" Swimmers should wear a face mask until they are entering the pool, and should wear the mask after exiting the pool. Aquatic centers should make masks available for visitors, however"

Weather is down to "mother nature" and was status quo until "human" intervention
WE! Are now suffering the consequence of "our" actions.
