A collapsing bridge is the fault of the builder/engineer.
A breaking plank is the fault of the material supplier.

The Romans put the engineer under his bridge during first use, leading to some sort of selective breeding of competent engineers.

That photo makes me think of the bridges over the Cape Cod Canal in Bourne and Sagamore. By the way, I think that "Sagamore" is bad name for a bridge. I don't think most motorists want to think about it sagging more smiley - groan.
