OK seriously the lion fountain in the photo is only 25% visible.
However there is a water channel around the lions, there are 2 visible channels both have 3 fountains in circular cutouts.

If there are 4 channels each having 3 fountains this gives a total of 12 fountains. This suggests the fountain is some sort of horologist device eg A Clock.

Its a longshot but DG in a clever sort!

Google maps is unable to locate the village of Alham, where they have that bra factory.

Alham is in Lancashire, near Blackburn. I gather that it isn't very large, though.
