When emptying the vacuum canister, I touched the inner surface and received a shock. This was a MOST remarkable shock, including a flash that looked like a flash of lightening.

How can I avoid having this happen again other than the obvious remedy of not touching the inner surface of the canister.

I'd suggest latex gloves, maybe? smiley - bigeyes Or getting the smiley - cat to do it for you, but that will only work once...
