This gets rather bogged down in detail, but I think it is a subject that would be interest to the average English person, so it probably is no harm. I admit to losing interest in it a bit later on when it started talking about one-tier and two-tier governments, so my attention may have wandered. You need someone English to also give it a good read through.

I spotted a few little grammar mistakes and errors in House Style which I'm sure you won't mind me pointing out - this has been in Peer Review long enough for the major content issues to have been sorted.

Forty eight new county councils
The correct spelling is forty-eight, but house style says it should be written in digits: 48

Each county was entitled to have a second tier of local government under the auspices of the county council, which were entitled to a certain level of autonomy in the services they provided.

I don't understand this sentence. The "which were" is plural, but there's nothing plural for it to refer to. Even if you make it singular, I've no idea what it is referring to.

In "The 1963 London Government Act" section, you tells us that 1963 saw the abolition of Middlesex and London county councils, and the creation of the GLC. Then you tell us this again in the next paragraph.

Until such time, -- I think you mean "Until that time". "Until such time" is used for hypothetical future events. The rest of the sentence should be moved further into the past "lad lain" rather than "lay".

a proposed South Hampshire consisting of Southampton and Portsmouth, never materialised -- remove that comma

And in the paragraph below there is an opportunity to explane the origin of the position Sheriff or Shire Reeeve

The power of the sheriff was strengthened over time and by the Fourteenth Century, County Courts composed of Justices of the Peace or Magistrates had developed in order to aid the Sheriff in administering the county, acting as executor of the king’s will and collector of the Royal revenue. The Crown appointed the magistrates whom gradually became the main administrators of the counties. Each county also became the constituency for the elections of county members to Parliament.
