Okay, from a Google search I now know he's some sort of TV personality. While I can imagine how disliked a person like that can be (*cough*Regis Philbin*cough), what has this person done to deserve such ire?

Oh, he's unbelievably irritating. He's a low-rent TV presenter with an unctious and oleagenous manner (sorry about that, but he is) who's given to remarkably unfunny practical jokes.
For many years he presented a "funny" home video show - you know, people falling into streams, skiing into trees and falling over whilst dancing at their weddings - all good unpredictable high quality TV. He did the unscripted and witty voiceovers
He also presented a Candid Camera type programme for a while - played really obnoxious tricks on people, convinced them that he'd had their car pushed into a dock, wrecked their house - not funny stuff, really upsetting stuff. He'd always turn up in disguise, often as an officious little git who was being incredibly obstructive, then reveal himself. Hilarious. How he got away without some mug punter knocking him out I'll never know. I used to feel like knocking him out myself. His name is a byword in the UK for, well, for somebody whose face you could cheerfully slap.
Sorry to any Jeremy Beadle fans out there, I don't like him.

Sounds just like Bob Saget, the annoying, humor-deficient original host of Americas Funniest Home Videos. Your frustration is completely understandable.

To his credit, Bob Saget isn't really like that. In his standup act, he roundly curses his cast members from Full House. Apparently, being so family friendly isn't really his thing; it was just an acting job for him.
