Why don't we use the last government approved census of 2001 figures for this (That is 1.742 million) Why give such a Vague estimate and not make an effort to find a more precise statistic?

That's because at the time the article was being written the 2001 census was not then available. And the estimate was but in as it was expected that the population would be over the 1991 figure used for the town populations elswhere in the text.
I'll get this adjusment made in the updates. Thanks for pointing it out.
