Descriptive of the, seemingly artifical, enthusiasm and energy commonly shown by motivational speakers when giving presentations to cynically minded staff.
Related derivationally to pro-active, prozactive behaviour can easily be recognised when attempts to bound in and solve problems that don't exist yet are observed from people who know absolutely nothing about the issues they are trying to solve, but are convinced that pacing excitedly and saying, "Yeah" a lot will still form a helpful contribution.
