Begging?
Touching as in "can I touch you for a fiver?", bums (vagrants) beg, and "bumming" is also a synonym for beg "can I bum a fag?" (Not a phrase to use in the US, though, you'll get a completely different response!)

Hmmm...I didn't think much of that one, the parts of speech were all wrong - should've been "touch beach bum", IMHO. By putting "Touching" implies answer should also end -ing - same part of speech, y'see?

I don't have a paper, so I'm going to *make one up*! Gasp! See if my clue-setting skills are up to it...
Give me a few minutes...

Magnanimous is my middle name. Reddy Magnanimous Freddy

Incidentally, I'm not very fond of the HIJKLMNO clue, as it doesn't give a definition, and therefore does not qualify to my mind as a proper cryptic clue.
I don't want to bung the thread up with unanswered clues, but there was a rather nice one in today's Times (well, I liked it):
One is depressed to get another case (5,3)
