With regards to the column written by Munchkin.
As I was present at some of the events written about I take it upon myself to correct some factual inaccuracies that seem to have crept into your correspondents copy (not that letting that facts get in the way of a good story has stopped him on previous occasions).
There were more than just the commitee and children dressed up.
Only the cake was local, the tea was most likely grown elsewhere.

Picky, picky, picky. I feel it is a necessary part of dramatic licence to play up the limited number of costumes. If nothing else it makes me sound more impressive, which is after all the point.
