The only argument for corporal punishment is that e.g if someone has no hands the cannot steal anything.
The arguments against corporal punishment are very small from the rulers point of view but there are a great many:
Inhumane.
Lasts forever.
Cannot work.
Hurts family of perpetrator more than prison sentence.
Some Arab countrys do it.
You decide.
