With PDA's getting GPS and search engines getting increasinly clogged, geo graphical location of webpages is getting ready for the big time.

I guess that GPS in PDAs and the technique discussed here are fundamentally different. GPS provides the Geo-location of the viewer (or requester), but these meta tags provide geo-locations of the provider (the website maker or maintainer).
Can the author make it more explicit in the article?
