Why?

Isn't this a people friendly site?

Maybe once a year open it up for suggestions and pick three new ones.

The "why" is that the list had become tremendously long and the staff had no intention of adding that many new smileys in the short term (or, as it now seems, the long term or perhaps even at all).

The next answer is: only superficially. Though I have to wonder from the context whether you are considering the smileys themselves to be real people who are being excluded from the site! You can always (on most of the dna sub-sites) post a link to an external smiley image. Though people would then have to click on it to see it.

The rate used to be much greater than 3 new ones once per year. However, I don't know what the future plans are. Graphics (and the server translation and delivery of them) do put some burden on the site as well as on the viewer's computer. There could well be as many posts complaining about all the smileys (eg from the message board users) as there are posts asking for more of them.
