If you need emergency access to the weapons console either use the one in the main deck or if that is out of order use the hologrammatical one in the Holodeck. You'll be able to touch it, I'll explain when we have more time.

he's right

There's the primary hologram and the secondary.

The primary controls the actions, so I can interact with the copy of the weapons console in the Holodeck but not with the one on the bridge, and the secondary merely makes it seem less frightening when the controls move on their own.
