It's one of a number of pub games involving trying to knock small wooden pins (like 10-Pin but smaller) over by throwing a ball or other object at them. It's perfect for when you're a little tipsy as throwing things seems like a good idea. Check out my page http://www.h2g2.com/P121654 for a variation on it.
Some taverns take skittles far too seriously and have 'leagues' and stuff, but I think it's the sort of thing you should do infrequently so you never learn how to get any good at it - this provides more laughs for the other players and spectators.
