I agree that the villain can get the best lines.
Alan Rickman in "Die Hard" (I think): "You're a common thief". "I am an EXCEPTIONAL thief."
Ian MacKellan in "Richard III" (having killed virtually everyone else with any claim to the throne, and being asked by the people to kindly take the crown): "Do I have a heart of stone?" (An aside to the audience).
