I always understood that the Brits as baddies thing came from war films; They couldn't employ a German to play the nazi (you wouldn't understand him!), so a British actor was the next best thing (well, it's all europe...).

But there are german actors that speak english, as well as non-german actors who can act a german accent.

I should have mentioned, I was refering to the period after the war, until the late '60s.
There were not a lot of German actors kicking around in teh US during that period...
