Because it seems like there's nothing outside the city. He escaped, yes, but it looks like he's escaped into a wilderness. He gained his freedom, but he won't live very long to enjoy it.

I can't recall any titles, but I've read similar books and seen similar plots in films and on tv - stories which involve a society shielded from a 'dangerous' environment (usually as the result of radiation from a long-ended war) which turned out to be not so dangerous after all, and where there was a thriving alternative society. Maybe The Amtrak Wars books were like that? It's been a while since I read any of those.
