Why did Jeremy Irons give the Patrician a speech impediment? Such an odd choice for such a character that is the epitome of Control.

'Tis mystery all.
I wonder whose idea it was? If it was Jeremy Irons' idea to play him with a speech impediment, why didn't the director have words? So was it the director's idea?
