I understand that, whereas in the UK the Beaufort scale stops at 12, other countries that regularly experience stronger winds take the scale higher to accomodate the local conditions. Beaufort himself was aware that winds went higher than his scale measured, but felt that no sailor in his right mind would willingly be at sea in a wind stronger than force 12.

The Beaufort Scale uses visual indications, e.g. sea conditions, to estimate the wind speed. Above Force 12 visual signs are too confused to be used as an indication of wind strength.
