Is this the same person as the Red Rackham in the Tintin books? Or maybe based on him?

I haven't read that book for years so I couldn't say, I've never heard of Calico Jack being referred to as Red Rackham. I guess Red Rackam is just a nice pirate sounding name that herge used for the book, he's famous for including bits in the books that are based on real life.
