...the hazard the chippings represent to pedestrians, who recieve a face-full of gravel every time a car passes. A small stone in the eye can be very painful, as I can attest.

As for the danger to motorcyclists, my brother recieved compensation from Devon County Council a couple of years ago for an accident caused by this top-dressing. When the car in front of him was forced to brake due to a car pulling out of a side-road, he was unable to bring his bike to a halt on the loose surface and ended up going through the car's rear windscreen. Luckily he wasn't seriously hurt, but there was considerable damage to both vehicles.
