I believe the offence is "to enter or drive upon" the pavement - at one point it was necessary to see the vehicle moiving to prove the offence (as it is clearly possible that several burly chaps lifted it bodily into place, which was then quite legal), but I think that now various by-laws and possibly a statute bans the practice of pavement parking.
