i have a Willow with an 80cm diameter that sadly has to go - causing subsidence. I want to erect a garage in its place. If willow is taken down to ground level it will not be interfering with the proposed concrete garage floor. Are there any reasons why the stump should be ground out?

Not a professional opinion, but I think I would invest in some chemical product to treat the stump with, just to inhibit root growth.
The other issue would be how far the root system is going to make digging your foundations tricky - you might end up removing quite a lot of root anyway. Depends on how you are going to build your garage.
