Hemel Hempstead is not actually a "new town" as such, as it has shops and houses dating back several hundred years. You just need to drive down the High Street to see that.
It is probably more accurate to say that it grew rapidly after the war.

Hemel is a new town established by the New Towns Act 1946, although like the other new towns (such as Stevenage) it was based around an existing settlement. Prior to the Act it was a much smaller town, with surrounding villages which were since absorbed as neighbourhoods.
