MI5 is building a new £25m e-mail surveillance centre to monitor all e-mails and internet messages sent and received in Britain. The government wants ISP's, to have "hardwire" links to the new computer facility
The centre, codenamed GTAC - government technical assistance centre - which will be up and running by the end of the year and is inside MI5's London headquarters.

The RIP bill will force ISPs to install black boxes which can be used to intercept internet traffic. They also are currently planning on making the ISPs foot the bill for these boxes!
