>>As for 'The Laughing Gnome', he famously let fans decide what songs he should play on his 1990 world tour, and it was the most requested song. He didn't play it<<
Indeed he didn't.
But his support act - I'm pretty sure it was the Lightning Seeds, but I may be misremembering - made a point of doing so
What I do remember.
Bowie: This is a little ballad I wrote back in the 70s...
Piano: [Opening note of 'Life on Mars']
Thousands of People: Oooooooooooooooooooooooo...
A genuine hairs on the back of the neck moment.

I'm not sure if 'The Laughing Gnome' was actually the MOST requested song for that tour, but it did get a lot of votes in the poll as a result of a campaign run by the British music paper 'NME' that urged readers to 'Just Say Gnome'! Bowie later said that when lots of votes came in for 'Gnome' he considered doing a radical reworking of the song and trying to play it in the style of The Velvet Underground, but then dropped the idea when he heard about the 'NME' campaign!
