Not quite sure I understand the gist of footnote 4, which redirects to a page outlining the US government. While a third term for Grant would have been a big deal, it would have been allowed at the time; after all, Franklin Roosevelt was elected to a fourth term.

Roosevelt was also the first, and only, President to serve a third term. At the time of these events no President had ever served more than two terms, following the precedent set down by George Washington.
