Interesting. There actually has been some research into these creatures and early sightings by white settlers. What becomes apparent is that they are consistant with seal/sea lion, etc. Historically all locations of sightings at one time had access to the sea. Lake Bathurst did actually have a connection with the Nepean River other locations whilst hundreds of kilometres from the sea were connected. This also poses the question of fresh water adaptation.
Anyway this is just one possible explanation. Cryptozoolygists (spelling?) can perhaps offer many more. An interesting read on Australian oddities of this kind is "Out of the shadows" or something like that I can never quite remember it.
