I feel that it's unfair to say that the person who owns the TV or pays for the cable has ultimate control over the remote. It's like saying that because I bought the sofa, you can't sit on it. I think there should be some sort of sharing of remote control power as you would with other objects in the home.
That having been said, Rule #1 was followed to the letter in our house growing up. My father always got to choose what we watched. And before we had a TV with a remote, my father used any of his 5 children to change the channel.
