Hook turns were instituted to ensure that trams can cross intersections. As trams run down the middle of the road, any traffic turning right in the conventional manner would block the trams' passage across the intersection. By ensuring that cars wait on the left hand side, trams are free to move through the intersection like any other vehicle.
