At San Clemente, there an actual whale watching platform built on top of the cliffs fronting the ocean, built specifically for the purpose of watching migrating whales. One really can see them spouting more than a mile away.
On another occasion I was on top of the cliffs just south of Point Mugu and saw a couple of whales swimming by only about three hundred meters off shore and regretfully had to accept that I could possibly come down from the cliffs in time to swim out to meet them. A couple of swimmers in the parking area preparing to depart saw them though and did. The whales submerged about fifty meters from them and re-emerged fifty meters beyond.

I used to watch them from my kitchen window when I lived in Davenport,My apartment was on Santa Cruz side of the cement works, It used to be the office of an Ice making factory when the whales were caught around there, the building can be seen on the H2G2 map
