What Is Science Fiction?

I felt Metropolis was overrated. Also I don't believe H. G Wells really saw himself as a science fiction writer. He just tried to get social messages across, and that was the best medium for it.
I think the story The Girl in the Fireplace is an example of science fiction in Doctor Who.
