It's clearly a small water droplet on the camera lens.

Actually it's a water droplet on the windscreen as he took the photograph from inside the car. It's clearly wet outside and the flattened "doughnut" is just light refracting around the droplet.

It's also hilarious in the extreme to imagine a "UFO" navigating a minimum of a several light years would collide with a more or less stationary wind turbine.
