Sure, but 'one' has a rather specific meaning (as an abbreviation for 'everyone'), and it'd be difficult to extend it without causing confusion. Also, it's not possible to distinguish between the subject and object cases, unlike other pronouns (eg, he/him, she/her, etc).

They do - but that's first person, and we're after a third person pronoun, to replace/supplement the third person 'he' and 'she'.
