Given the star undegoing gravitational collapse begins with a discrete rotation, as it contracts, every time its circumferance is halved, its rate of rotation at its equator will double.
This being the case, when tangential velocity at its equator equals the speed of light, contraction around its equator will cease, material inside that critical radius will migrate to an annular ring of that radius, while matetial outside that radius will be blasted clear in the form of ion jets coming off the equator and pseudo stellar globules coming off of the equator in an elliptical ring by radiation pressure.
This is how elliptical associations of stars are formed, so at one focus or the other of the elliptical association, there will be a black hole.
