I believe what Ian pronounces as "bala bala bala and Volare" is actually "Baila, Baila, Baila" and Volare. They are both songs in Spanish. "Baila, Baila, Baila" is a song by the Gipsy Kings. It's upbeat, it means "Dance, Dance, Dance," and it's definitely a reason to be cheerful.
