Acid Override, what you're describing is any form of dictatorship. Fascism is a form of dictatorship, but it's a sub-set. As I understand it, Fascist states usually start out by inhibiting personal freedoms, but not economic freedoms. Communist states start out by inhibiting economic freedoms but not personal ones. Eventually, any form of dictatorship ends up limiting both, and becoming Totalitarian.

Stalin and Hitler were Totalitarians.
