Yes it is - the clue is in the phrase "once the engine has matched speed with the wheels." How do you suppose it does that?

When I did my police driving course, they recommended using brakes down a hill rather than engine braking because brakes were cheaper than a clutch. Having been (in my early driving years) behind someone using his brakes all the way down a long hill, and then stopping at the bottom with what appeared to be no warning, I'll go for engine braking every time.
I didn't hit the car in front. He did however notice the rather ripe language I used. He'd stopped because a carrier bag blew into his path and he didn't know what was in it. I was far enough back to be able to stop, but with brake lights on for so long, there wasn't anything to tell me he was actually stopping.
Gear for go, brakes for slow, I agree with that, *but* if travelling in a built up area I will always chose a gear that means when I take my foot off the throttle the car begins to slow down. You never know when you might need that tiny bit of time it takes to put your foot on the brake.
So it does sound like a good idea to use engine braking so that nobody bumps into you from behind.
It also sounds like a good idea to drive at a safe distance from the guy in front on the assumption that they might stop suddenly at any moment.

Luckily I chant 'only a fool breaks the 2 second rule' like someone possessed, so that's why I didn't hit him. But I did have to brake sharply!
Distance, that’s all you need, never too close to the car in front, allowing for thinking and braking distance, it those idiots that drive right up your arse end that are the trouble, and the person their taking to knows they’ve hit you as they hear it on their mobile phone as the idiot behind you is talking to them at the time. In the next town on from me your lucky if the idiot that’s got a car has got insurance, the last thing on there minds is whether there brake lights work and their cars are that old they’ve come straight out of Bedrock, "yabba dabba doo!"
Some of the Audis and Beemers that drive right up my arse look quite new and shiny.
As the “gradually or more suddenly?” scenario been solved, one asks . No mention of ABS, EBD and ESC in the question so maybe the person who composed the question is still driving around in an old car
