Katrina and the Waves. There was also a pretty bad one from Live Report in about 1989. And of course the Samantha Janus classic 'Message to Your Heart.' Or possibly that "Rock 'n' Roll Kids" one that won it for Ireland a few years ago when it seemed that people were only voting for Ireland because they'd won it for the past two years. Very poor.
