Time for a clue.

It's the best-preserved building of this type in Britain.

Fizzymouse said above "Perhaps it is a little bit of France that will be forever English"

This is interesting, as France once had over 500 of them (but not necessarily looking like this)

It's obviously a watchtower and all along the watchtower there runs a washing line - Tommy used the French ones to hang up his washing during the second world war.

This watchtower is the Timex head office in Brentford and there is a whole floor full of little men making watches in time for Christmas while singing:
