I think it was "Pugh, Pugh..." rather than "Hugh, Pugh...", although admittedly I *used* to think it was "Hugh". The reason I'm fairly sure that it isn't is that I had a Trumpton book when I was very little, and I distinctly remember it talking about "the Pugh twins".
As an aside, here's my Trumpton Rugby Squad Official Song Sheet version:

You are right, most of the English speaking world is wrong! I recently read an article by the creator of Trumpton - he confirms that it was Pugh, Pugh..... he expressed amazement that everyone now says Pugh, Hugh..... etc.
